I'm coming across this term 'anchor baby' from a few commentators from your side of the pond but have never heard it before. What does it actually mean?

It's used to describe non citizens that come here and then have babies so they can stay here. It's the law that if you are born in the US you are automatically a citizen. Now the Repubs are talking about doing away with that law. UGH...

EU folks have right of abode in whatever member country they fancy and can marry or shack up with whoever they like so no although the Tories are now shrieking about child benefits- but they'll probably just end up cutting them for everyone, not just immigrants.

There's also the matter that children are seen as having human rights.

He should be concerned about the Asian babies because of a different thing. If Asian states like China go on gathering this much wealth, maybe once their kids are going surpass his American children in regard of education, intelligence and everything else.
At least they keep investing in a smart youth...

two points:

1 - i think the term "anchor baby" was first used in regard to Mexican women crossing into the USA ( very easy to do in some texas cities) to have their child in an American hospital - there were a number of reasons to do this only one of which was citizenship - mother and baby usually returned home but child would have the right to come into the USA and bring the parent

2 - there was an expose ( i think 60 Minutes) of packaged programs in China - for big bucks a woman was provided deluxe accommodations for her last months of pregnancy, top ob-gyn and top hospital for the birth and child care for her recovery period

the point of this was to assure admission for the baby to a top US University in the future - no need for visas -
it was also if the woman was having a second or third child

apparently it has something to do with getting OUT of China
an american can just go home
and an american can apply to any american university with no immigrant quotas
and once here you can't deport an american citizen back to China

there are advantages apparently - enough so that Chinese families pay enormous sums for it
