That is the way typical of Americans with too high positions. Always craving for the cheapest price and then if the work is being done or finished, they suddenly come around the corner "I am concerned that the work isn't done by Americans..."
Just the same underhandedness with which Stalin was treated. First begging for help in a war, but after the war "Oh, this guy is too dangerous for our interests - we declare him our enemy!" and not even fucking "thanks" comes across their mouths.
