If it's about the copying of industrial wares, I'd say Western enterprises are all to blame themselves. If they all shift their factories out to China, they shouldn't cry about that the Chinese learn to produce these goods themselves. That's a natural consequence that comes with producing certain goods.
Approval is only a piece of paper. It can't fight technical skills.
