Delusional that he can scam his way into the office I guess.
I read another article that said he paid people $50 to stand behind him and cheer when he made his annoucement. UGH...

Yes, it had been illusory for him to think he could enter the office. It always has been. So will be this time.
But you just wonder hearing that he wants to campaign again why he does that to himself that many times... It's like running your head against the wall.
