They are basically bought by whoever wants one.

I read you still have to be nominated but a person could pay someone to do that, yes easy peasy. That's sad!

Yeah. I don't know if it was always 'pay to play', or if it started as an actual honor and later you were able to buy it, but I was rather disappointed to find out that you can buy them.
