Based on my memory, as it's been a very long time since I've seen either movie, I'd be considering Lawrence of Arabia better. I remember A Lion In Winter as a pretty amazing movie, too. And there's many foreign films that I consider quite amazing.
No, I'm not buying it. A great movie, yes. I don't think there is a single 'Best' movie, I don't think there can be one.
