On the one hand, I'm sceptical of thee numbers and the reporting. A modest 3%? When was the last time anyone saw a 3% interest payment at the bank-- I think I get 0.1% on my savings account. Just having them say this makes me feel like they don't know what they're talking about.
Also, it's unstated that this wealth belongs to people all over the globe-- not just the US. This wouldn't make it right, but the US does pretty well in handling tax evasion to overseas accounts compared to most countries. Where do you think Ghaddafi's oil money went anyhow?? Or any of the other oil barons and sociopaths we pay.

On the other hand, tax evasion is a serious problem in the world. And I've read articles about "the Dark Economy," as in there is capital out there that should theoretically exist but cannot be observed. So, a force as large as the combined economies of Japan and the US would not be a surprise to me.
