The Russian team was banned, but not the whole team.
Apparently it was very few that were banned because I swear the Russians had athletes in every sporting event at the Olympics. Including fielding an entire men's hockey team. :o
So they were banned for substance abuse, and now, so far, two Russian athletes have been caught and kicked out of the Olympics for using substance abuse.
IMHO, if you are going to ban a team, really ban the team.
