He was director of FEMA under George W during the Katrina disaster.
He apparently wanted to extend his 15 minutes of infamy by critiquing President Obama's response to Hurricane Sandy.

IMHO, certainly hope that East coast Teabaggers will not be lining up for FEMA help. We wouldn't want you to taking governmental welfare now, would we?
